Submission to the UN Human Rights Council on accountability mechanisms
Our submission sets out what an effective accountability mechanism for Sudan would need, and what the existing arrangements cannot deliver.
Accountability requires three things that are currently missing together: a mandate to collect and preserve evidence to a criminal standard, the resources to do so at scale, and a route by which that evidence reaches a court.
What we are asking for
- An investigative mechanism with a preservation mandate, not only a reporting one
- Sustained funding rather than annual renewal
- Explicit provision for the protection of witnesses and documenters
- A defined relationship with national and international judicial processes
