Position paper: transitional justice cannot wait for a transition
Evidence decays, witnesses move and memory fades. The work that makes justice possible later has to happen now.
The argument that transitional justice must wait for a political settlement gets the sequence backwards. Settlements are shaped by what is on the record when they are negotiated, and records are built while events are recent.
